Zinaelezea taratibu mbalimbali zinazohusu ajira, uteuzi, nidhamu, na masuala mengine muhimu yanayohusu utumishi wa umma. Hapa chini ni muhtasari wa baadhi ya vipengele muhimu vya kanuni hizi.<\/p>\n<h2 class=\"mb-2 mt-6 text-lg first:mt-3\"><strong>Sehemu I: Masharti ya Awali<\/strong><\/h2>\n<ul class=\"list-disc pl-8\">\n<li><strong>Jina na Matumizi:<\/strong> Kanuni hizi zinajulikana kama Kanuni za Utumishi wa Umma za mwaka 2022 na zinatumika kwa watumishi wote wa umma katika huduma mbalimbali kama vile Huduma ya Serikali Kuu, Huduma za Serikali za Mitaa, Huduma za Walimu, Huduma za Afya, na Huduma za Mashirika ya Umma<span class=\"whitespace-nowrap\">.<\/span><\/li>\n<\/ul>\n<h2 class=\"mb-2 mt-6 text-lg first:mt-3\"><strong>Sehemu II: Ajira na Uteuzi<\/strong><\/h2>\n<ul class=\"list-disc pl-8\">\n<li><strong>Mamlaka ya Uteuzi:<\/strong> Rais ana mamlaka ya kuteua watumishi wa umma katika nafasi mbalimbali. Aidha, mamlaka nyingine za uteuzi ni pamoja na waziri anayehusika na serikali za mitaa na wakurugenzi wa mamlaka za serikali za mitaa<span class=\"whitespace-nowrap\">.<\/span><\/li>\n<li><strong>Matangazo ya Nafasi za Kazi:<\/strong> Nafasi za kazi zinapotokea, zinapaswa kutangazwa rasmi ili kutoa nafasi kwa wagombea wenye sifa kuomba<span class=\"whitespace-nowrap\">.<\/span><\/li>\n<\/ul>\n<h2 class=\"mb-2 mt-6 text-lg first:mt-3\"><strong>Sehemu III: Mikataba ya Utendaji<\/strong><\/h2>\n<ul class=\"list-disc pl-8\">\n<li><strong>Mfumo wa Mikataba ya Utendaji:<\/strong> Watumishi wa umma wanapaswa kusaini mikataba ya utendaji ambayo itaainisha malengo na matarajio yao ya kazi. Tathmini ya utendaji inafanyika ili kuhakikisha malengo haya yanatimizwa<span class=\"whitespace-nowrap\">.<\/span><\/li>\n<\/ul>\n<h2 class=\"mb-2 mt-6 text-lg first:mt-3\"><strong>Sehemu IV: Kusitishwa kwa Ajira<\/strong><\/h2>\n<ul class=\"list-disc pl-8\">\n<li><strong>Kusitishwa kwa Maslahi ya Umma:<\/strong> Ajira ya mtumishi wa umma inaweza kusitishwa kwa maslahi ya umma, kutokana na sababu kama vile kufutwa kwa nafasi au marekebisho ya idara<span class=\"whitespace-nowrap\">.<\/span><\/li>\n<\/ul>\n<h2 class=\"mb-2 mt-6 text-lg first:mt-3\"><strong>Sehemu V: Nidhamu<\/strong><\/h2>\n<ul class=\"list-disc pl-8\">\n<li><strong>Mamlaka za Nidhamu:<\/strong> Kuna mamlaka maalum zinazohusika na masuala ya nidhamu kwa watumishi wa umma.
