The Higher Education Students’ Loans Board (HESLB) was established under the HESLB Act (CAP 178) and began operations in July 2005. The board is responsible for providing loans and grants to eligible students in need. If you are not satisfied with your loan allocation, you have the right to appeal by filling out the online Appeal Form.
General Instructions for Students
Students who are unhappy with their loan allocation or have not received a loan at all are encouraged to appeal as follows:
- All appeals, along with necessary attachments, must be submitted through the online system.

Steps to Fill Out the HESLB Loan Appeal Form
- Visit the HESLB Website: Go to http://olas.heslb.go.tz.
- Click on ‘Appeal Now’: Start filling out the appeal form.
- Enter Your Form Four Index Number: Use the index number from your Form Four results that was used during your loan application.
- Complete Required Sections: Fill in all sections marked with an ‘X’ on the left side of the screen.
- Confirm Your Information: Click ‘Confirm’ for each section to validate your details.
- Download and Print the Form: After completing the form online, download and print it.
- Sign All Forms: Ensure that all forms are signed.
- Upload Signed Forms: Submit all signed forms through the HESLB online system.
- Submission Complete: Wait for a response regarding your appeal.

To check the status of your loan appeal for the year 2023/2024:
- Log into your HESLB account and click on “Appeal for loan” to view your appeal status.

Announcement of Successful Applicants
